Well, if you're going to hold most everything else constant and amplifier A and amplifier B are within their operating range, then they'll both be delivering the same (actual) watts.

That said, you'd have to make some assumptions regarding A/B comparisons like that. Output impedance low/similar. Voltage gain differences compensated. Etc, etc.
e.g. a 30 watt SET amplifier and 30 watt SS AB are quite different.
