Are you taking your readings directly from the RS meter? If so, they are increasingly inaccurate as you measure at lower frequencies, as much as 8-10dB by the time you hit 20Hz. Although it's good for some things, the RS meter is not very accurate for what you're trying to do.
Not sure why you would need to pad down the tweeter that much, but if you like the sound, have at it. Another alternative to try, although it changes other things, may be to change the speaker toe-in. The ribbons with resistors in series really lose transparency and don't sound as good.
