This is not as easy as you would think. I went through the same review twice for my tri-amped system's subwoofers. Yes, they're all audibly different on bass. Similar criteria as yours but less concern for $$$.My favorite low cost sub amp ever was the Adcom 5800. Bascom King commented on its SOTA bass. It sounded a lot better than the model that succeeded it, the 5802. Also had more authority than a Threshold S/500e which had dual trafos and a 200KuF power supply. That one's not weight friendly at all - 90 pounds!
2 downsides to the 5800. Very low-level fan noise and if it dies it could be difficult to fix. Apparently when Adcom went bust awhile back they lost control of their older models' parts inventory.
Perhaps an older Krell could be obtained? It might be a little more $ and a little(?) heavy, but you'll get great bass and it's repairable.
