You poor guy you, having to live in Memorial Park! I lived in Houston area for 10yrs, know the location, very nice!
Sorry, but sounds like you may have to figure out how to make do with the space available. You say the speakers 'cannot be large', but I'm having a hard time figuring out why, sounds like an enormous room. I'd say give the 1.6's a try, worst it can do is sound horrible.
Absolite worst case, may be time to make do with an uber-set of 'phones.
