Have you tried swapping left and right channels at all points in the system (i.e. between DAC and preamp, between preamp and amp, and between amp and speakers)? With this technique you can diagnose any problem that occurs in only one channel. If you swap the inputs and the problem remains, and then swap the outputs and the problem moves to the other speaker... bingo! you've found the defective component.

BTW, it sounds like the problem is in the preamp. Does your power amp have level controls? If so, you can turn them down a bit so that the volume control needs to be turned higher (making it less susceptable to tracking error).

You can use a multimeter to measure AC voltage on both line-level signals and at the speakers, but its not that easy. The multimeter needs to be able to measure AC voltages down to 100mV and the source needs to be steady-state tones from a test CD or signal generator. A music CD might not be good enough for detecting small differences between left and right channels.
