I think the problem is indeed clipping. Clipping the amp into the 63/988/989 will trip the protection circuit.

I had the 63, gosh hate to say it, decades ago! Was using a huge Levinson solid state monster at the time and never tripped the protection circuit. And I too probably like my sound a little louder than healthy at times, love the huge dynamic swings, and the better Sheffields are a thrill! So I think we are probably very similiar in our listening habits/tastes. Of course the 989 is a slightly different animal than the 63, and the protection circuit may be a bit different and trigger in slightly different ways/points versus the 63.

Getting a little older these days, don't care for it as loud as often, but still have my moments of head banging. Even using a single pair of original ESL, I rarely trip the protection circuit. But again, I have about (4) times more power than I would ever need.

What ever the issue be it clipping or the 989 simply hitting its max. capability, adding woofers and crossing over fairly high, i.e. 100Hz or so, will greatly improve this situation. I don't think given the specifics of this situation crossing over low is the right approach. It won't significantly change the situation if one chose to crossover at 40Hz.

Or he could just get a nice set of stacked ESLs add a pair of Tympani bass panels, or better still a pair of Hartleys, and this won't be an issue any longer. This combo will smoke the 989 at least in terms of SPL and dynamics.
