I bought GoldWave a long time ago and the free lifetime support has kept that program fresh as it gets better and better. At $50, it's hard to beat. You name it; it can do it. Expand the dynamics on compressed recordings. Apply equalization and/or noise reduction. Fade in/out and match volume. Whatever you need, it can probably do it. I only use it with those recordings that immediately induce listening fatigue, and it helps - doesn't make them excellent, but it does make them listenable.
A couple of years ago, I stepped up to Sound Forge. I needed a serious CD mastering application (for my daughter's music) and it seemed the best choice, but at $400, it's a bit costly.
