I'm a little confused.

Are you saying the all-in repair quote was $1,140? If that's the case then I agree she was being gouged.

Also, having just purchased all new kitchen appliances, I have no idea wtf kind of stove you can buy for $1,000, but it sure aint much.

So, maybe that will help explain my confusion.
