RE: When 'taking risks with depositors' money'...

The problem was putting too many eggs in US Treasuries.

There's plenty of banks that weren't that stupid. The smarter, risk-verse banks kept their money in cash and simply returned less to shareholders in the form of profits.

The Fed is NOT blameless in this, but at the root of it is gambling with somebody else's money.
