There's no excuse for those cops, but whenever these travesties happen, it seems to also come with a struggle or fight with the cops.
Back in the 70s here, it was well known that if you were a long haired Hippy and got stopped by a Sheriff, it would be likely that you would be asked to get out of the car, thrown over the front hood and frisked. I don't recall anyone getting beat to death, the County Sheriffs were jerks. We also learned to comply with a 'Yes sir'.
