Prudence, while simply put, means: exercise of good judgment, common sense, and even caution, especially in the conduct of practical matters.
So when we add fiscal to it, you can infer the meaning as being pragmatic while handling the expenses and not spending any more than what you have or what you can take in or we can simply say, being judicious with the use of resources.
I'm tired of these chicken littles fearing the sky is falling. Do they really think that money comes from heaven?
Just balance the books.
