Is it fair to tax gas and mileage?

The writing on the wall is that EVs are getting a free ride and aren't paying their fair share, so an EV mileage tax is only right. However, it's double taxation if you're paying a gas tax and an EV mileage tax.

It's also unfair if you're driving out of the state. Gas taxes are fair because you have to fill up where ever you are. Of course, California could just add a $400 EV tax in their annual registration. It's fair enough and reasonable. But the whole idea is to make gas expensive to force people to switch to EVs even if they aren't cost effective and feasible for the masses.
