Man, radiators and base board heat is common in Europe as well. I'm imagine it was the best solution in the olden days unless you had a fireplace in every bed room. Retrofitting water pipes is far easier than other methods at the time.
It may be more efficient as the water stays hot for a while. My wife's parents house uses a boiler and the house was built about 1960.
They finally added some mini splits for AC recently.
