NEMA 3.0 will kill rooftop solar by adding an $8/kWh solar tax. A typical system would cost the owner $40 per month and net metering will change to essentially not net metering. Instead, you'll get charged for time of use when the sun isn't shining and you'll only get paid for the wholesale rate for excess production during the day.
Basically, you get a credit of about 3 cents and charges of up to 50 cents. The old system would have given you one for one.
Ah, but the utilities will incentivize you to buy batteries allowing you to keep your power and avoid giving it to the utility for next to nothing. Figure spending an extra $12K for batteries for a solar system. What a deal!
