Time of Use can be advantageous, but not without batteries.
We have the option in CA and SDG&E tells us we'd save. I don't believe it because we only had a $14 bill for the year with the regular tier pricing with overages paid at the tier rate to offset usage later.
Eventually, we'll get a near $100 customer bill and be forced to use TOU and power given to the grid will be at the wholesale rate, like 2 cents, and the rate will be 30 cents or more. The only way to game the system is to charge batteries during the day if you have an excess and then use the battery from 4PM to midnight, then recharge the battery at the lowest night rate.
The best case with the new net-metering will be $1,500 to $2,000 bills per year versus our current near zero bill.
