Indeed they were, because they were a total "compromise". But lately (the last decade or so) they've gotten the tread designs and material composition "right" for at least 3 season performance. What kind of chaps my ass was that when I bought my truck and Suburban (both with max towing packages), the tires were selected by the manufacturer for their weight ratings, rather than their all-terrain capability. So, you've got a very capable 4WD vehicle with massive towing capacity, but near zero traction in mud/snow. I replaced the tires within a few months after purchase.
