Modern military equipment can't be built "on-demand"...

What if we did "need" them? It's not like you can order them on Amazon for next-day delivery. The Pentagon is already expressing concerns about replenishing stock-piles of weapons/equipment being sent to Ukraine. Many items have been OOP for years, and it will take years to replace them with either direct-replacements, or new/upgraded models.

It's that whole "last-minute" supply-chain issue that bit the whole world in the ass during the pandemic. When it comes down to national defense, there had better be some "inventory" available.
