no matter at what point a developing human is considered a "person", they're not a "citizen" until they're born. My state passed a statute, which is waiting in the wings for Roe to be overturned, that defines a fertilized egg implanted in the uterus wall as a "person." IIRC, only about half of those wall stickers ever make it to fully developed humans.
Only about 1/3 of fertilized eggs make it to full development. I guess a state legislature could define a fertilized egg (zygote) as a person but that would be stupid. Our lives may have begun at conception but we're the exception, not the rule.
