..."vetting" a driver is the responsibility of the issuing insurer--valid driver's license, previous violations, accident history, etc. Insurers have to perform their own "risk assessment" to determine whether they will actually offer you a policy, and at what rate (based on risk). Even with a dozen accidents or traffic violations, even a couple DUIs, you can still buy insurance from some "high-risk" companies, but the rates will reflect that.
