The auto industry learned something from their "failures" in the 70's and 80's. They buried their heads in the sand, ignoring everything, and briefly battled against safety and emissions standards, but ultimately got "burned" when they were "mandated" anyways, and just had to deal with them--and not very effectively, at that--welcome to the "malaise era".
The "objective" now is to get ahead of the gov't, so they can basically "write the rules" for them. No one has anything to complain about if we've already started doing it and here's our 5 or 10 year plans. "Rubber-stamp that for me, please".
