Auto manufacturers have traditionally thrived on fleet-sales as "guaranteed income", even during hard-times, and sold to fleet-customers at huge discounts, just to keep moving inventory, and keep the assembly plants running.
Now, they can't even stock dealers' lots, and (in many cases) fill pre-existing orders. There's no new vehicles to be had for fleet-buyers, and certainly not at the discounts that they used to enjoy.
