...if you know your earning potential, level of education/skills, and cost of living in a given area--why would you move there if you already know you can't afford it? And if you were born there, the next bus ticket out of town is probably cheaper than next month's (or week's) rent, so move to someplace you can afford.
I know that there are many other factors involved in the homelessness issue, (mental health, addiction, abuse) but just "because I want to live near the beach" is not a good one.
