Lets not forget that Teddy Roosevelt supported a national health program way back when he was in the political arena. Most of the heavy lifting was done by private groups who met opposition from many of the usual suspects and, strangely enough, the American Federation of Labor.
In 1910, TR made a speech in Osawatomie, KS about his vision called "a New Nationalism" for which he called the usual denigrating slurs by business leaders and politicians alike. FDR also made a couple of attempts at a national health insurance plan. In 2011, President Obama made a speech in Osawatomie where he included the importance of making health care available to all.
As admirable a president as HST was, he wasn't the first to remind the nation of the importance of availability of health care.
