I lived there for a number of years...

...I lived on DuPont Circle and my office was in Georgetown between the C&O Canal and Potomac River--all NW DC. Where the Capitol and WH are is not a "nice" neighborhood.

Not only is DC a "swamp"--and I mean that geologically, not necessarily politically, it was a failed social experiment. They built "public housing" (aka, the projects) in nice neighborhoods with the hope that the "good" environment would elevate the "bad" element. This resulted in a checker-board effect. There were "lines of demarcation"--you don't go beyond this block/street, or your life was at-risk.

My neighbor could leave his BMW convertible parked on the street with the top down overnight and nothing would happen to it. 3 blocks east of us, that car wouldn't last an hour with an armed guard watching it. The "lines" were that clear. If I called the cops, they'd be there in minutes--three blocks east and they'd get there when they got there.
