...pretty much anyone can submit a proposal/request to their state representative or the governor's office. And by anyone, I mean private citizens, charitable/aid organizations, members of local governments, school boards, etc. If sponsored/deemed meritorious, it is brought to a committee in the state legislature to be further evaluated--again either from a sponsoring state representative or the governor's office. If approved by the committee, it then goes to a full legislative vote. If the proposal passes, it goes to the governor's desk for signature/approval.
Ordinarily, the state legislature controls the "purse strings", but in this case (somehow--I don't know the details) the Federal money was granted to the Governor, and he has the "final say". He can (in certain cases) also spend this money as he sees fit without the approval of the legislature--executive order?. It's a really screwed-up process (again, I don't know what's in the "fine print"), but obviously, this slows the entire process down by orders of magnitude. Some of the proposals have contained more pork than Hormel and Smithfield combined--pure bacon.
At this rate, we'll still be holding/spending this money to build public charging stations in city parks in 2035 when EVs go mandatory.
