Maybe you missed the date of the article Feb 21 as well as the last line where it said

"On Monday prior to the attack, he [Kerry] was asked about the climate implications of a potential future conflict."

Someone asked him about climate change and he answered the question. And Kerry was probably asked that question because he heads the presidential "envoy on Climate Change" so yes he will get CC questions. In fact, CC is the only reason to ask Kerry any questions because that's his post in the US government. I mean why would you ask the minister of Agriculture about Ukraine? And then if someone asks him/her about farming you want him to ignore the question and instead talk about Ukraine? Huh?
