The problem with getting bridges fixed is that it's a common sense endeavor and not very glamorous for the politicians involved. It gets fixed, there's a brief ribbon ceremony, the traffic starts anew, and soon people forget who was involved in moving the levers of government to get it done.
OTOH, a tax cut or massive spending project for one interest group or another can create controversy and inspire editorials which will last for a while. From what I see of contemporary politicians, any publicity, good or bad, is better than no publicity at all. It should be no surprise at all that common sense in governmental decisions can sometimes be the least available commodity.
