Certainly, you must know "welfare queen" was a political creation, much as the Willie Horton idiocy?Young men and women of ALL classes engage in sex: it's rather a natural thing. If sex education, affordable birth control, and abortion are not available, guess what results? If health care for poor mom's isn't available, guess what the babies' health outcomes are?
Yeah, you can be righteous and judgmental and say, "They shouldn't have kids!" But young people always have and always will have sex. Why don't middle-class girls have as many kids? Perhaps the fact that their families can afford abortions? Perhaps it's because they have healthier home lives? That they have access to birth control? Statistics show they certainly aren't having less sex.
Blame never solved anything. For a health care issue, one needs a health care solution. Preaching NEVER has solved anything. Nor has judging.
