One of the parts I found very interesting was that. . .

. . . a few of the upcoming new Chinese EV's could be priced SO low that, if they're eligible for rebates, they could be almost free! Therefore, the car could be bought from China, then the US government could step in to give the buyer a rebate which could cover almost cover the entire purchase price! So we could cut out the middle man (the buyer) and just send the rebate checks directly to China! Now THAT would be interesting (as well as ironic!)! ;-)
