The young people hold little power - the best someone like a Greta can do is to press people in power to do something. Looking at any big issue like climate change requires big government action to put in policies and laws. An individual recycling plastic bottles is all nice and fine but it's a drop in a bucket - the government is the ocean.
Governments though are made up of elected officials and if these people decided to do what is probably really needed - the people would revolt and will need good luck getting re-elected.
Different countries are at different stages economically and in terms of what their country produces. A country that is in its Industrial Revolution phase will require more power than one that relies mostly on say tourism.
The fact that old boomers have completely given up and become consumerist piggies is another issue. I think Bill was merely noting that a lot of people talk a good game but are unwilling to sacrifice anything personally. Some are mind you - perhaps there are more Greta supporters out there who aren't on Instagram. I know people who have given up their Facebook and other accounts and dropped AT&T over their Nazi leadership. I have dropped a bank for their donation records - I try and vote with my wallet where I can. But it takes more than individuals - it takes a large group to force the slime balls away.
