no ... he warned Kuwait about tapping into the Iraqi oil fields using horizontal drilling by rigs they had situated on his border; that's his story
when his complaints fell on deaf ears in the international regulatory bodies and ignored by the Kuwaitis [along with Shell and BP] he began the military campaign which he thought was either greenlit or would be ignored by the US ... which was pretty stupid on his part because, well, Shell & BP
