Like everything, it's a perfect storm, like the auto rental companies. When air travel died, the rental companies had no choice but to sell off their fleets or go bankrupt. Now, there aren't enough rental cars or cars to buy.
Similar issues with trucks and owner operators happened when the freight slowed helping the bigger companies and the unions to dominate what work there was. In addition, California has forced older trucks off the road, so between the trucks that got sold, trucks that can't be registered, and bankrupt owner/operators, you don't have enough trucks and drivers.
LA and Long Beach account for 40% of all shipping cargo. Long Beach is already running 24/7 and has been for nearly a month. Ships are still waiting. Of course, we have a backlog because the ships were waiting to get a load. Once China go going again, the ships were waiting and too many got back at one time.
OTOH, a crisis is nothing to waste.
