Jail?!? That's quite extreme and goes way beyond zoning as I know it.
Violation of zoning here is a civil matter and at worst draws fines or liens against property.
Virtually every one of the cases we heard where the city attorney was compelled to brief the Commission had to do with the Religious Freedom Restoration Act.
Down here in the bible-belt, there are lots and lots of tiny little religious congregations that outgrow the "pastors" garage and want to rent a slot in a strip mall or other for their "church". Seems like every Commission meeting there was at least one request for a Special Use Permit for some micro-religion on the agenda. When the RFRA went into effect, cities lost a significant portion of their ability to control land use/zoning when it came to these "churches".
