What we'll continue to see is the concentration of a majority of the population in a small number of states. That bothers the Democratic Party because the Republican Party has made such inroads with the voting public in what many describe as predominantly rural states. Given recent voting trends, unless the Republican Party loses it mind, it will continue to hold a majority of the Senate in most voting cycles.
Unless the Democratic Party can gain a majority of more than sixty seats in the Senate or abolish the filibuster, they will be limited in what they can accomplish against a Republican Party that takes a dim view of their goals.
