The Chinese vaccines and the Russian vaccines are said to be less effective in actual use among their populations, than either the Moderna or Pfizer vaccines which are considered to be mRNA vaccines. There isn't adequate scientific information available on the Russian and Chinese vaccines. The Astra-Zeneca vaccine, a one shot jab, which was supposed to be the main European vaccine still hasn't passed muster for use in the USA.Once the DNA sequence of a virus is known, labs can develop a prototype mRNA vaccine within days. The establishment of manufacturing procedures, testing methodology, and Federal government agency approval takes time but it is said to be less time than other vaccines that are currently in use.
So yes, vaccines can be developed for different variants or as "booster" shots" but whether they can be produced in sufficient quantities on a timely basis is a question that can't be answered as of yet.
