I'd have to look at some of the old stuff, but it seemed to me that the NEM credits used to carry forward. Those credits were usually at the lowest tier because you don't want to produce too much excess power for them. Now, it seems that the NEM Credits go away. In this case, $1,064 in NEM Credits for the year for 3,371 kWh was worth 30.7 cents. SDG&E took that credit and paid us $82.52, 2.4 cents.
The next step is getting rid of net metering all together. Actually, I believe that already happened a year or two ago. We're grandfathered in and will lose it soon. Then, it's all time of day. Low rates when we produce power and high rates when we use any in the evening. Basically, you get half or less for power given and pay double or more when you buy it back.
