Thanks for the link. The Carlsbad facility took forever and was delayed another couple years after it had been under construction due to environmental concerns that required them to totally re-engineer the intake method. Still, other than toilet to tap, there aren't any other long term solutions.

In 2016, California passed the Desalination Amendment, which tightened regulations for intake and brine disposal. Proponents of desalination contend the changes have been onerous and are slowing the march toward a desal future.
