Considering that 98% of the cars in CA use gas, the real problem is the plug in hybrids. CA also has the highest gas tax at 52 cents per gallon. IMO, we're paying enough, so where is the money going?
Therefore, the plug in EVs should be paying the equivalent on an average annual gas tax. Of course, this makes sense, but the politicians don't want to discourage EVs due to paying their share. You could just take an average of 15,000 miles and charge them $750 to be added on the annual registration.
A bigger question is whether the gas tax goes away if there is a pay by mile charge. I tend to doubt it.
