I worked in Laboratories for years. The lab in question was suppose to be a BioSafetyLab BSL level 4, the most dangerous level. They (like many other Lab Techs around the world) sometimes disregard all the safety gear you're required to wear while working. The techs probably geared up to a level 3 or 2 to do the experiments and one mistake is all it takes for exposure.
There have been more exposures from labs before, but we usually don't hear about it until now.
