14TH Amendment, Section 1
the US Constitution makes reference to the Declaration Of Independence where the statement 'pursuit of Life, Liberty, and Happiness' is included and basically re-stated in the Bill Of Rights ... but it wasn't explicitly spelled out before in the Constitution
it's categorized as one of the 3 Constitutional Amendments regarded as 'Reconstruction Amendments' that took place within the 5 years following the Civil War ... interestingly, it took a while for all the states to ratify it ... mostly the sore losers hanging back
so, there's that
the States echo the US Constitution in their own and those taking elected office pledge to uphold both, as do 'officers of the court'
there's where the breakdowns occur because most of them haven't read either one ... so there's that too
