I don't believe she's a personally an activist...

...but is responding to a voter base that is. Shutting down line 5 was one of her campaign promises. She succeeded a governor that agreed to the tunnel solution just before leaving. I believe the real issue right now is that the tunnel will take something like 10-12,yrs to be constructed and go on-line. A lot can happen in 10 yrs including a catastrophic spill....or that oil demand falls such that line 5 isn't needed.

Line 5 is supposed to shutdown at midnight tonite at which point Michigan will consider Enbridge as trespassing and place claims on all profits generated by line 5. This issue is in court (both state and federal) and I find it difficult to believe it won't be considered interstate commerce where the state is usually subordinate to federal interests. Not a legal expert but I think this will not end up in Michigan's favor.
