I'm not sure where you are talking about that over site and regulation has been delegated to the industry.

The oil and gas industry in this part of the world is regulated by the BOEM, previously MMS (Minerals Management Service). All pipeline matters are approved by the regional office. All other matters are approved by the district. In Texas, state approvals go through (oddly) the Railroad Commission. I don't know about the rest of the country.
