Like I said, there is no free lunch. Over the years, I had many pipeline leaks. It was my job to report the leak, devise a repair, submit and gain permission from the BOEM to make the repairs and repair the line. None of those leaks were major. There is instrumentation to detect and shut down the flow in most cases. No one I worked with was hurt or died. All of the leaks were all identified early and pollution was minimized. That was a small part of my job.
The article points out that pipelines are a safer method of transport when compared to rail and road. Like a lot of our infrastructure, the pipelines may have been designed for a certain life span that may be aging or even exceeded. We have a lot of bridges in this category. What do you do? The pipelines aren't paid for or maintained by tax payor money.
I disagree with environmentalists that regulations are lacking. That just sounds like an unsubstantiated claim (easiest kind) by the uninformed. These claims are made by people carrying signs who have never put together and worked through a government approved proposal to build anything.
We still have a huge dependence on fossil fuels. As we work our way toward sustainable "green" energy, we will still need oil and gas for quite a while. There will be issues. How many homes have oil or gas heat, gas hot water, gas cooking, gas for electrical generation. The transition is going to be long and costly for individuals. It's only simple for the EV driving apartment dweller in places where renewable energy is feasible. We don't all have elevation change for hydroelectric, wind for turbines, or adequate sun for solar.
There isn't going to be a quick fix. We will need to keep some of our old oil and gas infrastructure going for a long time. Nothing is easy.
IMO the "green energy" is going to come with baggage we don't even know about yet. Why, because everything is like that. Murphy's law will apply to green just like anything else.
My advice is we need to work through the future of energy. It isn't going to be nearly as simple as some would want us to believe. And for you, unless there is an antiquated high pressure gas pipeline in your back yard, you should lose sleep over something else. Maybe some assholes hacking a pipeline causing a disruption that's going to cost you more for your next fill-up.
