I'm not sure the weight of the car has anything to do with crash safety.

Or the size. After all, when were highways most dangerous? Circa 1972.
And if a greater percentage of vehicles on the road were 2500 pounds instead of 4000 pounds, all things would be equal. Much more likely that a 2500 pound car is hitting another 2500 pound car.
The insurance industry, the auto makers, and conventional wisdom suggest that small cars are dangerous but I don't think that holds up in the real world. The biggest drop in highway fatalities occurred during the 1990s and early 2000s, when cars were a lot smaller and lighter than they are now.
And there's no need for 200 horsepower small SUVs. 90 horsepower would do just fine. It takes less hay to feed fewer ponies.
