When Jerry Brown was California Governor, he signed legislation which reduced penalties for knowingly exposing a sexual partner to HIV. The same legislation also reduced the penalty for knowingly donating blood infected with HIV from a felony to a misdemeanor.
And, during his campaign, Joe Biden promised to decriminalize HIV exposure.
