Right but I'm suggesting we require licensing for semi-automatic weapons.
If someone decides they don't want to get a license they can sell the weapon through a licensed dealer prior to the end of the period allowed for licensing. If they decide to keep the firearm without licensing it and are detected by a game warden, shooting range operator, traffic cop, etc. the gun will be confiscated. The owner can then choose to license the weapon, take payment for it or just let it go.
This is not a solution, just part of one. A bigger part would be to become more proactive when it comes to monitoring people who are involved in violent crime or labelled as potentially violent. Getting these folks off the streets and/or providing them with the mental health care they need would probably yield better results than with gun licensing but no thing is going to be perfect. If it was no gun control would be needed at all.
