Yes that's what I think!

No way I would support an involuntary buy back plan. My plan would require licensing with a buy back option for all semi-auto and automatic weapons.

However if a semi-auto or automatic is discovered unlicensed after some reasonable period after legislation requiring licensing the weapon will be confiscated. The firearm will be held for some period of time for the owner to complete licensing. If the license is not received within that period the firearm will be disposed of - the gun owner would have the option of taking compensation during the time period and for a period of time after the weapons disposal if they chose not to get the license.

So my plan calls it voluntary compensation for those who choose not to license their semi-auto and/automatic weapons.
