"What happens if this "victim" (aka criminal) carjacks an innocent by-stander, breaks into someone's home and holds them hostage, or"ALL of those things have happened many times. And, it's not only when someone runs from the police - they often are running from the scene where they've just committed a crime.
A police officer never knows what's going to happen in whatever situation, even with a "minor" traffic stop, so they're always on "high alert".
Here's a recent example of when things didn't go well. (It didn't make the national news, probably because it doesn't advance a political narrative.)
