yes! ... and who those bad guys are. often there's warning signs ignored
but first there needs to be the consensus and will to effect change
if it's not at the federal level there's interstate loopholes
then it's a political football and everything grinds to a halt
each & every time ... like most things worthwhile it's difficult to tackle
