True, and it also can be more efficient for the company and the customer. I worked as a retail store manager for a few years out of college and had only one full time assistant manager and rest were part timers, generally college students.
Hiring full time people just didn't add up. Traffic peaked in the evening and on weekends. Part timers could fill these roles far better than having more people hanging around all day just to wait until 5PM when folks starting doing their shopping. In addition, having double the number of part timers versus full time, it made it easier to fill in if someone was sick or wanted to flip their days or get a weekend off.
I'm sure that Best Buy has similar traffic patterns and objectives.
